Toi Aro sits within a broader set of Wellington City Council strategies and agreements. These documents provide the policy and strategic context within which Toi Aro operates and is accountable — and which shape its obligations to artists, mana whenua, and the wider community.
AHO TINI 2030
Arts, Culture and Creativity Strategy
Toi Aro is a primary delivery mechanism for Aho Tini 2030 — Wellington City Council's Arts, Culture and Creativity Strategy. The strategy sets ambitious goals for a city in which creativity is central to civic and community life. Toi Aro's programme, spaces, and tenancy model are all designed to contribute directly to its outcomes.

Toi Aro's activities align with the Tākai Here partnership agreement between Wellington City Council and mana whenua — setting the framework for how the Council honours Te Tiriti o Waitangi across all its facilities and programmes.
